I mean, the House would need SOME limit, but 435 ain't it. Maybe minimum of 1 Rep, then add 1 per 600k?
The Senate could simply add 1 senator for every 5million residents. So, 2 senators base, then +1 per 5mil. It would give us approximately 147 senators right now...
