I donβt think these wins are so clear cut. Next Generation Energy Act also preferences gas at the expense of renewables, storage and demand side resources. So overall a mixed bag.

The settlement requires the PSC to disavow the directive to utilities to run their coal plants no matter the cost. Still work to do to ensure the utilities in WV are operating their coal fleets in a manner that minimizes costs to customers, but this is a big win for the people of the state!
These are some of the most energy burdened people in the country. WV is the 3rd oldest population in the country and has the second lowest median income. The mandate was clearly forcing residents to line the pockets of wealthy coal executives. No surprise as the coal industry wields A LOT of power.
The WVPSC issued a directive a couple of years ago that coal plants had to run at least 69% of time, regardless of whether or not there was cheaper power available on the market. Complying with this order was costing West Virginia customers millions.
