If it has *always* been permissive in this realm (and, frankly, in most realms), why should its opinions be seen as objective? How is it not a rubber stamp?
Particularly as none of the Russian services are designated as foreign terrorist organizations. I’m not fully convinced yet that “Country 1” is definitely Russia.
