With that said, at least in his impression people didn't get actively in trouble for it, they were just trying to encourage people not to do it.
I asked a friend from Denmark who has gone in the past and they said that it's definitely a rule (this is reflected on their website as well). Apparently, at least in the past, you even had to check a box at registration agreeing to not take your head off in public spaces.
This is what long time furries tell me the fandom was like 20 years ago. It's odd that a European con hasn't gotten the memo that it's just about having fun and being comfortable now.
