It's been in the rules since 2021 apparently - can't remember where what thread it was, but I saw someone link to the FA's rules.
I get this and I think it's sensible for if it's not flagged (so that you don't get goals disallowed which are fractionally off), but if a linesman has flagged for offside and the tech shows that the player is marginally offside, then the decision should stand. Umpire's call in cricket is the same.

It's too complicated now (imo). The mobile version is usually pretty good and way more streamlined. You could get FM24 Mobile if you have a netflix subscription, so I played a decent amount of that.
