I’m not too knowledgeable about SQL Anywhere, but I think you’d be able to make a PowerShell script to execute the query and export it to a .csv file. Then just schedule the PowerShell script to run using Task Scheduler.
You can use SQL Server Reporting Services with a scheduled subscription. Without an SQL Standard license you might not be able to do that, you could also try to use an SQL Agent job or something with Task Scheduler.
