For the naming, I prefer something a bit more descriptive than just "North West", but I don't like inventing a new name for a place or reviving some archaic term like Rheged. Its Lancashire and Cheshire, simple as.
Lancashire-Cheshire. Essentially just the current North West England region with Cumbria taken out. Went back and forth on how big to make the Manchester and Liverpool municipalities, there would probably need to be an intermediate level to cover things like transport and housing.
