Definitely still worth it to get vaccines even in absence of a mandate!!! But the systemic response here - making sure MOST people have the vaccine, eg all the students in your elementary school - is crucial.
An extra note here - because no vaccine is 100% effective, some of the point of vaccines is that enough people in the community it have to get them to make it extremely rare for a case to sneak into that community past a bunch of people with 95% protection.
