🇨🇴Colombia: 'Total peace' policy enabled criminal expansion.

1⃣ Some states promise security by violating rights: indefinite emergencies, mass detentions with no due process, or military policing. Examples:
🇸🇻 El Salvador: 3+ years of emergency, minors detained.
🇪🇨 Ecuador: Rise in disappearances.
🇧🇷 Brazil: 6,000+ killed by police yearly.
⚠️Latin America has the highest homicide rate globally. Most killings are tied to organized crime & firearms, affect young men and go unpunished.
The region is trapped between 2 harmful responses:
