I found out it was a thing when I worked at a Clubhouse & we were doing outreach. This one lady could call us just fine, but we could never call her. Turns out, her guardian had a block on her phone for any number outside of their area code bc she was calling random numbers on her cell 🤣

So i know for some of those individuals it might be bc they have a block on their phone for incoming calls. I work in mental health, and it is very common for guardians of folks to put limitations on phones, especially if they have a behavior plan in place surrounding phone use.
