(1) I worked with Ray Stanford on a daily basis in 1977, as a member of the Project Starlight International staff; there is nothing in my journal to indicate that he told us about seeing anything extraordinary on November 10, 1977. But then, Stanford claimed to see "UFOs" so very often...

6) One of the amendments adopted, on a voice vote, was the Cotton-Gillibrand amendment #3759, making various changes in current law intended to beef up authorities to counter incursions of Unmanned Aircraft Systems (UAS) in certain military areas. This is a refinement of S. 1793 (the "COUNTER Act").
5) That final version of the FY 2026 NDAA will be presented to both houses, without option for further amendment, and it will pass. An NDAA has been enacted for each of the last 64 years running.
4) After finishing with the two lists of amendments, the Senate passed its version of the FY 2026 NDAA (S. 2296, as amended), 77-20, advancing it to conference committee, which will craft a final version of the NDAA before the end of the year.
3) The Senate also held 2-minute debates and votes on 17 other amendments, adopting some and rejecting others. Unsurprisingly, the UAPDA was not on this "debatable" list, either.
2) The Senate finished its work on NDAA under a "unanimous consent" agreement that listed 48 amendments that were adopted en bloc, on a voice vote, without separate debates. The Schumer-Rounds UAPDA amendment (no. 3111) did not make it onto this negotiated list.
CONGRESSIONAL UAP UPDATE: On Oct 9, 2025 the Senate passed its version of the National Defense Authorization Act (S. 2296), advancing it to conference with the House of Representatives.
