Like, Hegseth sees rules as just holding the military back arbitrarily when they actually get formulated *by* the military when it's trying to pursue some wider strategic goal. That doesn't make sense to him because he doesn't have goals that aren't killing people and breaking things.
Rules of engagement are meant to avoid turning people against you. They assume that bombing one target and creating two more targets will be seen as failure. But the war is being run by people who think creating more targets is fine because dropping bombs is cool and good.
