Perhaps the relevant differentiation is βresponseβ to climate change vs *leadership*. IMHO the first test of climate leadership should be solidarity with those most affected, and the more specific we can be about what that looks like, the better.
One of the many ways climate change is a wicked problem is that in response to crisis, many governments are happy to turn inward. The idea that anyone should be reducing an aid ('aid') budget now is ridiculous. The idea that development needs should compete with each other, more so.

putting aside control of the upstream (mining), i donβt think we should underestimate how difficult it would be to relocate or onshore a massive, energy and capital intensive, polluting industry like refining, which operates on incredibly thin profit margins
