Some publisher like Elsewier take this even further: they say that if you review 3 or more papers in a year, you will get this reward. I *bet* that most reviewers will get at th3 most 2 papers to review per year.
Yes. Since there is no guarantee on getting the reduction and even less guarantee that reviewer could get a paper published in the same journal (or even publisher), this is not a reward but gambling (masked as a reward).
Gambling in science vol 56: this time I refused to review a paper in MDPI journal as they practice gambling (reviewer has a random chance to obtain reduction on their APC fee).

2) They don't state if 2 reviews are enough. So you are tempted to do 3rd and 4th to secure the entry ticket for the actual game*. Enter December and all the normal hurdles of end of the year. Then an editor asks you for the fourth review. You really don't have time, but you are already hooked...
1) The journal selects reviewers. There is no reason for them to offer fourth reviews equally. Some *will* get it, likewise some might win in a lottery. Majority, however, never will. This is the same old shit with a new color to exploit scientists - but even worse! ...
