Iβm pretty convinced this will happen everywhere Congress acts. Ultimately, impoundment, βpocket recissionsβ, etc are all about asserting Trumpβs control over Congressβ power of the purse. This will all go to the SCOTUS - letβs hope they support Article 1 of the Constitution but itβs not guaranteed.
Not a promising development for those hoping Congress will be able to restore NASA funding for science. This WH is committed to its spending priorities without regard to Congress.
