This is a game that has had to be played a lot in recent years and this means September is even more the home of wishlist projects and purchases that you never know if you'll have money for and you can't be certain until everything else is done.
This gave most people a very, very compressed window to spend compared to normal where you'd have 12 months. In many cases about June onward did you have a true idea of your money for the year and it needed to be spent before October.
It is also important to note there was never an official budget last year, just a CR and that wasn't finalized as a CR that would just go all year until March, which is strikingly late. Once that is passed, agencies then have to sort out how the budget gets distributed.

As someone who was alive and engaged with media criticism in 2008 I can tell you in 2008 when stuff like this came out it typically lead to a lot of, "What is this? 1988?"
