Calculating when you can is indeed a very good suggestion. People seem to forget that, so this reminder is well received.
About the "guess" part: That's how any statistical method works. Don't think we should treat statistics as 2nd class - just different, with different use cases.
In heated arguments about early feature optimisations, I sometimes sheepishly say "let's keep it as it is and let's add tracking to find what's really working", in an attempt to get out early and don't over-optimize.
More often than not, the early prototype works great.

Generally speaking I agree. However maybe we should give Norway some slack here and wait for how they implement it. They have the highest standard of living and time and time again showed how to implement successful social reforms. Maybe we get a great blueprint for other countries.
