From the outside looking in there seems to be a simple solution. Non-partisan groups empowered on the state level using agreed upon methodologies to review and revise districts every X number of years. That would require politicians to work together to make it fair for all tho.

Saying "he can't" suggests this expert has been in a cave for the last year. The big deal will be the regionals. Given the tight margins they'll collapse if you ground half, or more, of their fleets for any length of time.
We are gutted here in Canada. Most of us grew up watching her early work on SCTV and celebrated her rise thru the ranks of international stardom. She will be missed.
