It could also be storage in advance of testing for the power complex, which still has a turbine and a frequency changer yet to be completed. S&WB frequently uses pumps at DPS 6 for such testing specifically because of the ability to store water upstream in this fashion.
Pump F (1000 cfs) at DPS 6, which this canal feeds, has been down for a while. This could be storage of water in advance of testing the repaired pump.
S&WB is pushing to expand that beyond the catch basin to include the entire gutter in front of a property.
There is absolutely no reason for Sewerage and Water Board to be adding areas like this so long after a break. They have tons of water pressure data at the moment the break happened from their new smart meter system. Whether they know how to extract that data in timely fashion ...
The passage below is a quote from the S&WB press release for today's South Claiborne water main break. What is strange is that S&WB appears to have gotten the size of the main wrong. Drawings for the project that replaced a portion of the same main 100 feet downstream show it is a 48" main, not 30".
The break appears to be just upstream of Louisiana Ave. The S&WB installed a new 48" water main from the downstream side of Louisiana down to 3rd St, so this break appears to be outside the scope of the $12 million project (which went six months long and incurred $800,000 in change orders).

Likely far more impactful would be a possible conversion of the seven-block long warehouse on Tchoup betw Louisiana and General Taylor from cargo handling to mixed retail. Unclear if their latest tenant would stay.

More than once this "feature" has gobbled up my limited internet usage, sending me into throttling from my ISP for days. This is not just annoying, it is bad. For example, throttling makes getting traffic information on google maps impossible. I don't know why Bluesky hasn't just fixed it yet.

Fun fact: the parking lot to the left is where the failed Trump Tower New Orleans was supposed to go. The project never got past the concept stage. The site was foreclosed on and auctioned off in 2011 for $6.5 million.

We don't know how things have moved on the rest of the
S&WB power complex equipment since 11/19/25, because the website updates don't mention them. So we don't know if SFC 2 became "available" at the end of November, or if testing of turbine 7 has started. (4/5)

The first 30 day reliability test of S&WB SFC 1 - required under contract - failed October 24 due to a "trip event" which has yet to be explained. Despite over $300 million in public dollars, S&WB refuses to provide the public with details of its investment. (3/5)
