Whatever system, whatever country, whatever university those in charge always game the system to prove whatever they want to prove.
We (now they/ex-we) had an elaborate system of counting individual staff Co-I) contributions to grants, not just rewarding the PI. It turned out the head of the mass spec facility was one of the greatest contributors of proportional grant income based on many 5 or 10% contributions.
