We can then assume that those are either bottom mines (depending on sea depth) or moored mines. Both could be recollected or cleared by Minesweepers, but moored mines going astray after not exploding will become a risk.

They literally are anchored. They are typically released by sound (pressure/ vibration) or magnetism.

If they miss their target when released, then they drift around & may go ashore or be hit by random traffic.
