According to KPLER: Iran is exporting more oil through the Strait of Hormuz than before the war, most of which is traveling via "shadow fleets" to China. Tankers have loaded a daily average of 2.1 million barrels of oil, higher than the 2 million barrels a day in February.
The situation in these nations, however, seems based not on an actual shortfall in supply, but rather hording by distributors of fuel and a simultaneous fear among consumers that prices would rise even further and/or there would be shortages coming.

Fossil fuels are fragile. They're easily spooked, vulnerable to weather, stress, and military attack. They're finite, easily manipulated tools of the powerful and bludgeons against the weak.
They're the favorite of autocrats everywhere.
Trump has tied us to their fate.

I wrote in my 2008 book, The Tyranny of Oil, that after Iraq, Iran was next on the agenda for the George W. Bush admin and U.S. oil interests. Trump is fulfilling that agenda.
