Whenever law enforcement agents are given a quota of a specific number of people to arrest or detain, especially with the WH policy director screaming at their superiors to hit those target numbers, bad things are going to happen. Quotas always result in civil rights violations.

Although the recent technical issues have made it even worse, there has been something terribly wrong with it for quite a long time. It’s a toxic disaster area.
