New Public Management and the Philosophy of Science, Michael Turtz Abstract New Public Management (NPM) can be classified within the naturalist philosophy of science. I introduce naturalist philosophers that laid out the framework for NPM including Bacon, Galileo, and Descartes, which eventually led to Frederick the Great and Cameralism.
