Surprisingly (at least for me) sustainability and climate change are rarely seen as an objective by cities trying to govern these services.
We uncovered a whole host of reasons: from the public interest of redressing past inequities, to circumstantial motivations such as appeasing the incumbents that have seen their businesses endangered by these new technologies.
In this paper we identified the goals that cities are trying to pursue when managing shared mobility services (like shared scooters and ride hailing).
We then analyzed why they are choosing to pursue these goals.

Electric mobility will be responsible for the bulk of climate pollutant mitigation. Shifting to non-motorized and transit is absolutely needed, but not enough.
I hate cars as much as the next guy (actually more), but this is factually inaccurate.
You are confusing air pollution with climate pollution.
E-mobility (in all its forms, bikes, cars, buses, trucks) is a necessity to avoid the worst impacts of climate change.

I hadn't used Uber or Lyft in ages and I just had to use them twice this week. They are truly shit now. Incredibly long wait times, ridiculously expensive. Are people still using ridehailing? seems like taxis are a much better option these days.

The $7500 federal subsidy per EV would go a loooong way in paying for bike lanes everywhere and improved transit. No need to completely redesign cities. Arguably easier to disburse money to cities to do that than to individuals through tax breaks.
