Historically, yes, most radial engines used air cooling as they were meant for aircraft, where you have a supply of fast moving cooling air. But that has limits, see e.g. the problems P&W had with back row cooling of their 4-row radial.
E.g. the Zvezda mentioned upthread was water cooled.
And a radial arrangement keeps the crankcase decently short and stiff (don't want the crankshaft flopping around like a wet noodle) without a high weight penalty.
Alas, gas turbines happened and took away the impetus to create such powerful piston engines.
