I wasn’t meaning to criticize you at all - as you saw in that article, I think the main thing that happens is people hear the Home Rule charter prohibits a “commuter tax” and then assume it applies to a congestion charge, except the word “commuter” is nowhere in the actual charter. But IANAL too.
The report talks about why that’s not the most feasible approach I believe.
And not sure what you mean by “varies.” I’d welcome seeing an actual analysis that says why it’s not allowed other than “I heard it wasn’t allowed because of the words people used to summarize one section.”
Clearly she could at any time have just released the report and said “not my report, don’t agree” (as she finally did now). It isn’t even by DDOT, it’s by the independent DCST coalition.

The DCST AV study from 2019-2020 said that too. Unfortunately there was a lot going on that year and people didn’t really think about it then.

If you don’t understand this dynamic you get leaders who just default to “don’t do anything” when there are loud voices against something. We need candidates who have the strength to act.
Here’s the thing about this stuff. Land use and transportation is a policy area where people disagree with their neighbors. Everyone wants the streets plowed, trash picked up, grants spent responsibly, etc. For people coming out of other policy areas, it’s easy to not understand deep divisions.
Raymond: “Listen to all, but sometimes you have to pick”
Oye: “I don’t believe in one side versus another. We all want the same things.” (Huh?)
Nelson: “You listen to everybody”
Chavous: “Most important voice is the community affected. First voices I’d listen to is ANC, neighborhood association, and on AZ Ave over 700 wanted to keep it, 40 were against… I would never support going against the community.”
We’ll see if they will really stick to this if elected - I’m curious how much these things actually affect a race or policy but they are fun

@kevinchavous.bsky.social reiterates “listening to communities.” I submitted a question to ask how you decide who to listen to. The ANC? Whoever’s at a meeting? Who’s loudest? Or what? That’s the tricky thing. I hope they can ask that.
A lot of answers are about accountability, effective government, and listening to communities. That’s all great to say but everyone says that also.
It must be tough to be an at large candidate bc you have to show up and talk about policy areas you don’t know much about, to people who care deeply and will see the holes in anything you say. I appreciate these 4 people showing up even if they don’t know so much about transportation.
Mamdani isn’t making them free yet either :)
Kevin Chavous talks about public service, son of a CM and DNC member and working for Anita Bonds. Candace Nelson talks about having worked for JLG and Schwalb. Neither says something about transportation in opening statement.

Oye Owolewa says he lives in Ward 8 where people live 10 years less on average and some of that is traffic violence.
Lisa Raymond says her kids were almost hit in a crosswalk by a bus.
@janeese4dc.bsky.social says she will be proactive about safety, not just react to deaths. Doesn’t want a slogan like Vision Zero, wants to put children first.
