On this video in question I have used his voice for funny/dramatic effect... but he did say that I will not slow down on a video where I did exactly that.
I think he never claimed to be a cycling instructor, but he kept on going around the block on an electric bike on a sunny day & give plenty of patronizing advice to commuter /all weather cyclists like me. He seem to have stopped for the moment, but Jeremy Vine got criticized on his last video.
