I picked out 3 recently published strategies from @bournemouthuni.bsky.social, University of Sussex, and @manchester.ac.uk.
It turns out they're remarkably coy about mentioning TNE explicitly, let alone connecting it to income diversification, as the IES does.
Thereβs a strong emphasis on transnational education in the UK government International Education Strategy. It gets 38 mentions.

This includes some tensions at the heart of the proposed approach to TNE, which seems to be regarded as an opportunity to generate significant income (towards a Β£40 billion export income target), while also serving as UK HE's international widening participation arm.

'Those strategies that do acknowledge institution-specific challenges and tensions come across as refreshingly frank. Itβs clear that they have given thought to the areas needing serious attention. This creates a sense of momentum, contextualising the strategy as a stage on an ongoing journey.'

Spot on, @profdamienpage.bsky.social. I included a list of 'strategy traps' in a report on UK HEI strategies that I wrote in 2021. One of my exhortations was to 'acknowledge the challenges'. I shared some thoughts on this in a blog (see linked posts below).
