IOW, rapid response is enbled by the existence of an org which has:
- pooled resources to fund a response
- predetermined rules for when those resources can be tapped
- allows individuals to exercise judgement on the spot
- provides confidence the cost burden will eventually be worked out fairly
Not a journalist. At my job, I can spend up to a certain amount and submit an expense claim. I can react quickly if I'm confident my choice is within the guidelines to be reimbursed. Having that backstop allows me to be nimble, which is a counterweight to bureaucracy's natural tendency to inaction.

I don't think it's a binary thing. From what I heard Iran started laying mines; USA took out deveral mine-laying craft. Did they lay many mines or cover a large area? Probably not. Is thwir mine laying capacity taken out? Probably not. Significantly diminished? I'd guess partially, but also deterred

This would be fine if not for the fact that places of worship are hosting events which break int'l law
You can oppose a war and the leaders who cause it without blaming it on an entire faith or global population of people of that faith.
