That has the opposite effect of restoring deterrence. You never reward an adversary for threatening your side. It boggles the mind.

A basic concept of warfare is that the enemy always gets a vote. If the enemy wants to keep fighting the war continues.

It does matter because it shows there is a failure to recognise Iran as a different theatre in the same war. Our policy fails to take seriously this strategic reality.
