While you're not entirely wrong, the law in question is directed at specifically Trans women. Other Trans and nonbinary individuals will be caught up in it, but it is made to specifically hurt Trans women. Calling it a "test run" isn't inaccurate, but it kind of ignores whom it's designed to hurt.
