A figure skating boot is higher & more stable. This provides more ankle support for jumps, spins, etc. Hockey skates are lower for more flexibility. If they're for a beginner, the most important thing is decent ankle support & comfort. Ankle pads can be worn w/ any type of skate to help with both.

Yes, hockey skates do not have the same support as figure skates. They are lower with a shorter curved blade. Decent figure skates have much more ankle support, a longer blade and toe picks. If you don't trip on the picks, figure skates are more stable.
