And this weekend I heard multiple D Congresspeople say the response they wanted was a doomed show-vote to get Rs on the record re: war powers.

Get in their faces about it. Imagine if every rep's local office was visited every day about this.

They can use Rule IX to force a vote on impeachment any day. They don't have to be given permission. Conviction in the senate would be harder.

For impeachment - of any of them - they can actually use Rule IX and force a vote. They don't need permission. And the stakes are a little higher this time as far as the Senate trial. (Last time many of them didn't even attend.)
