That depends on what era of Trek and what your headcanon is. There’s nothing official to support or deny that motion at some eras, and in some it’s definitely not the case—starships are very limited and special at times only one in a whole sector or sometimes they are positively everywhere.

Not to mention that at wartime… suddenly a bunch of folks who thought of themselves as not-fighters… are. And notably we don’t see folks on DS9 talking about Starfleet crews quitting en masse (which they likely/seemingly are more free to do without penalty than in our modern militaries).
So many people need to grasp that the future(s) that Star Trek presents and the ones it gestures towards are not one and the same (often directly at odds).

It’s truly incredible to watch teams of skilled, knowledgeable, vastly underpaid workers (who would get fired for the most minor mistake) get absolutely fucked over by unskilled, totally oblivious (or malicious), vastly overpaid admin (who routinely abuse customers & workers alike).
The inconvenience of navigating menus for digital streams/rentals/purchases is to me personally way more of a timesuck/irritant than the pleasant experience of selecting a dvd from my shelf.

There’s also the highly relevant notion of what is Star Trek to you (not you specifically, but everybody) and sometimes that means personal headcanon, but sometimes it’s more where the emphasis is put or ignored.
Sure, but again that goes back to what does military mean to you? Because their ships are all armed, at very least all the exploratory ships and some if not all the freighters etc, and they have that rank structure, which one could say is just alternative to a business structure, but… heavily armed.
Your post (and I agree with it) reminds me of how Chuck of SFDebris sings “and they fight and they fight and they fight and they fight” when plots devolve to that, because it’s not really warranting commentary or critique, it’s just… they fight.
3) the most traditional, in the Fosse flavor of “When emotion becomes too strong for speech, you sing—when it becomes too strong for song, you dance.” Except in trek it’s phasers & fisticuffs. But it needs to be dramatically warranted, not just “it’s a sci-fi show so the audience wants laser guns”.

My general rule three times I like shooting in trek are:
1) as a setup. Something fighty happened and they need to talk / investigate the aftermath. Or bad guys are threatening violence, so they need to talk / investigate…

But that’s quite irrelevant to the fact that Starfleet is a military organization.
It’s arguably not a military show, but that’s a whole other conversation.
Senators, so far as I can tell, are not experienced in navigating the real world.
These people cannot set their own personal bribery budgets, let alone the national one, which is part of their job.

That is a hella specific thing for someone to say, and could mean… a lot of different things depending on their context!
I will never understand when people reply in agreement with a time of disagreement (well, that alone I understand, it happens, but in this following context) but they’re just repeating back what I already said, but like… saying it as though they’re getting the last word in a fight.
But again, rank structure and heavily armed (or even lightly, if they didn’t have planet surface annihilating tech on their ships). No matter how non-military the mission, the organization itself is military without question.
It’s based on the age of sail primarily, so of course there’s a captain being adventurous explorer and fighting defensively… and a Charles Darwin onboard checking out the flora & fauna and treating folks after those hopefully defensive fights.
There’s simply no current 1:1 equivalent.

Yeah, I agree. I would potentially argue that he tends to do more… playing with genre expectations than subversion of them (and does it incredibly well), but my intent was to poke more at everyone latching onto that phrasing and applying it to everything.
