That depends on what era of Trek and what your headcanon is. There’s nothing official to support or deny that motion at some eras, and in some it’s definitely not the case—starships are very limited and special at times only one in a whole sector or sometimes they are positively everywhere.

Because their ships are all armed, at very least all the exploratory ships and some if not all the freighters etc, and they have that rank structure, which one could say is just alternative to a business structure, but… heavily armed.

It’s based on the age of sail primarily, so of course there’s a captain being adventurous explorer and fighting defensively… and a Charles Darwin onboard checking out the flora & fauna and treating folks after those hopefully defensive fights.
There’s simply no current 1:1 equivalent.
