Third Gippsland offshore wind project collapses By PHILIP HOPKINS   ENERGY giant AGL, which owns the Loy Yang A power station, has abandoned its proposed multibillion-dollar offshore wind project in Gippsland, a move that casts fresh doubt on the economics of an industry that is central to the Allan government’s energy plans, the Australian Financial Review reported on the weekend. The AGL-backed consortium behind the proposed 2.5-gigawatt Gippsland Skies offshore wind project has given up its licence to develop the project, citing poor economic prospects relative to other forms of renewables in its development portfolio. It is the third Gippsland offshore wind project to collapse this year. The pullback comes less than a week after the state Auditor-General, Andrew Greaves, found Victoria would not meet its near-term offshore wind targets, in a damning report into the government’s management of the energy transition. The report prompted Morwell Nationals MP, Martin Cameron, to call for the resignation of the Minister for Energy and Climate Change, Lily D’Ambrosio. Victorian opposition energy spokesman, David Davis, said AGL’s decision was a “body blow” to the state government’s offshore wind plans. “Jacinta Allan and Labor’s mismanagement of energy in Victoria is shambolic,” he said. “Supply is less secure [and] energy prices have surged, hitting businesses and families for six.” Under the state government’s energy plan, Victoria has a target of two gigawatts of offshore wind generation by 2032, which underpins its target of 95 per cent renewable energy by 2035, when Loy Yang A is scheduled to close. Yallourn W closes in 2028, while LoyYang B has an open-ended closure date. “Gippsland Skies has made the decision to discontinue feasibility studies for a potential offshore wind project off the coast of Gippsland,” AGL said in a statement. “AGL will prioritise options in its development pipeline of onshore wind, batteries, pumped hydro and gas firming projects, including an expectation of taking a final investment decision on 900 megawatts of grid-scale batteries in the next 12 to 18 months.” The pullback was a sharp turnaround for AGL, which previously pushed the project’s potential to power more than 1.4 million Victorian homes – or 17 per cent of the state’s energy demand – as well as provide replacement power for the company’s Loy Yang coal power station. Gippsland Skies is the third project to collapse in Victoria after receiving approvals to conduct feasibility studies, with developments backed by BlueFloat Energy and RWE handing back their licences earlier this year. Another backed by Origin Energy recently put its development on ice and cut back staff numbers. The Victorian government is a strong backer of the industry, but has been locked in a stand-off with the federal government about how to fund the electricity offtake contracts that are needed to give the projects enough certainty to begin construction, the AFR said. Earlier this year, Ms D’Ambrosio was forced to delay a planned offtake auction slated for September after failing to secure a guarantee from the federal government that it would help fund it. An updated timeline is expected at the end of the year. In an attempt to keep projects going through the impasse, the Albanese government lowered expensive fees, thought to exceed $1 million per year, for feasibility licence holders. Labor originally awarded 12 feasibility licences to offshore wind projects in the region. The most advanced is Southerly Ten’s Star of the South, which is part-way through its own attempt to secure environmental approvals under federal laws. Ms D’Ambrosio said offshore wind was “important to the nation’s energy security and pushing down energy bills for Victorian families.” Gippsland is widely acknowledged as the best location for offshore wind in Australia due to its shallow waters, good wind conditions, nearby grid connections and a supportive state government. The abandonment of the offshore wind farm comes after AGL’s biggest shareholder, software billionaire Mike Cannon-Brookes, voted against the company’s climate plan, at the company’s annual meeting. Grok Ventures, which owns about 10.4 per cent of AGL, strongly criticised the updated Climate Transition Action Plan at AGL’s annual meeting as an “only incremental” increase in ambition from the 2022 version. Grok said it was out of step with Paris climate goals, and urged the board to take stronger steps to cut emissions and boost renewable energy. The opposition from Grok made up the majority of the roughly 30 per cent of AGL shareholders voting by proxy that opposed the climate transition plan. The 2022 climate plan, under which Loy Yang A’s closure was brought forward to 2035, was opposed by 30.69 per cent of voting shareholders. Grok, which forced AGL to drop its 2022 demerger plan and brought about an overhaul of the board and senior executives, urged the company to act faster on its climate goals. AGL said in a statement that it was understandable there were various perspectives on the climate transition plan given its complexity. “Our focus continues to be on the execution and delivery of our strategy of which we have made significant progress over the last three years,” the company statement said. Within days of the AGL annual meeting, the federal government approved a $2 billion wind farm near Deniliquin co-owned by AGL. The Pottinger Wind Farm, a joint venture between AGL and Someva Renewables, an Australian renewables energy company, is located between Hay and Deniliquin. It is proposed to have 247 wind turbines across 1069 hectares that the government says at full capacity will generate enough energy to power about 590,000 homes.

Affordability still the key to power By PHILIP HOPKINS   THE peak energy body, the Australian Energy Council, whose members includes Latrobe Valley operators AGL and Energy Australia, maintains that affordability is the key to ensuring public confidence and ongoing community support for the energy transition, which it says is now delicately balanced. The current chair of the board is Damien Nicks, Managing Director and chief executive of AGL Energy, The AEC’s Chief Executive, Louisa Kinnear, said a survey of the AEC’s chief executive officers, ‘Delivering Australia’s energy transition affordably’ – highlights the challenges in meeting the country’s energy and emission ambitions. The chiefs remain committed to supporting net zero on the premise that the least cost, lowest impact pathway is an energy system dominated by renewables and firmed by battery storage, gas and pumped hydro. The AEC has a range of members, including energy retailers and generators such as AGL, Energy Australia and Origin Energy. The survey says replacing ageing, emissions-intensive generation is not costless. “The CEOs want a more open and honest dialogue about the challenges and costs of the energy transition,” Ms Kinnear said. The survey also reinforces the critical importance of policy certainty and stability as Australia enters the “difficult delivery phase” of the energy transition and the need to support customers. The survey report includes recommendations to address affordability and includes some guiding principles on how governments and industry can work together to successfully deliver a reliable, low emissions and affordable energy system. “Industry has an important role in supporting customers through the energy transition and we don’t shy away from the need to invest in and advocate for initiatives that help to improve energy affordability for all customers,” Ms Kinnear, said. “We are keen to work collaboratively with federal and state governments to ensure that the policy and market settings give us the best chance at ensuring affordable and reliable energy supply is accessible by all.” The survey of the CEOs of the leading energy retailers, generators and investors was undertaken by SEC Newgate and commissioned by the AEC. The importance of ensuring affordability of Australia’s power supply was one of the key issues flagged by the CEOs, along with the danger of price and supply shocks in the system, and concerns about the impacts these could have on vulnerable customers. CEOs noted that prices had never been under more pressure, with the large-scale investment required to replace and decarbonise generation assets and delays in the rollout of some renewable projects. “I think it’s the calm before the storm, and … the storm is coming around cost and competitiveness,” according to one gentailer CEO. “Network cost is only going to go up, and go up by increasing levels. And the Australian consumer is not really wise to that yet because they haven’t seen the worst of it,” another gentailer CEO noted. “… the cost of this transition is really going to affect the people who can afford it the least, so people that are already struggling to pay their power bills are going to get slammed with more cost from more of the transmission and distribution costs that are yet to come, and the higher cost of electricity with storage that’s got to be factored in,” according to a retail chief executive. Commenting on the transition, CEOs said: “The transition right now is delicately poised and at quite an important point. There have been these bumps along the way. It is taking longer to deliver the new generation and transmission projects, transmission is obviously a critical path.” “The energy transition now is as much about system security as it is about emissions reduction, and sometimes we emphasise one at the expense of the other and we need to actually hold them both together.”

Up to 300 AGL jobs could go before Christmas By PHILIP HOPKINS THE state government has fast-tracked approval of a 300-megawatt battery energy storage system (BESS) in Hazelwood as AGL warned that hundreds of jobs will go as the company funds its multi-million transition away from coal. The government’s go-ahead for the Hazelwood battery was made through the Development Facilitation Program, which took away the right of third parties (DFP) to appeal against decisions and centralised power in the hands of the Minister. As part of the fast-tracked package, the government also approved a $750 million, 332MW solar farm in Meadow Creek near Wangaratta. Eku Energy’s 300MW BESS in Hazelwood will have the capacity to power 104,000 homes during times of high demand and create 150 jobs during construction, with five ongoing once operational, the government says. The Minister for Planning Sonya Kilkenny, said since the DFP was expanded to include renewable energy projects last year, the government had invested more than $7.8 billion worth in 22 projects that will create more than 3000 new jobs in construction and operations. “Our fast-tracked pathway has unlocked nearly $8 billion worth of investment into renewable energy projects – helping provide cheaper and cleaner energy,” she said. The government says proponents for both projects were required to undertake consultation with the community and relevant government agencies including the Country Fire Authority, Agriculture Victoria, DEECA and local water authorities. Once completed, these 22 projects at full capacity will collectively generate enough power for more than 700,000 households annually, the government says, with the battery storage capable of meeting evening peak demand for 1.8 million households. However, AGL has begun consultations with staff ahead of planned cuts designed to contain costs and free up capital for a surge in investment in renewable energy and battery storage, The Australian reported on the weekend. While AGL has not confirmed the total number of positions to go, The Australian understands early estimates put the figure at up to 300. The reductions form part of a broader review of the company’s operations as it seeks to streamline internal processes and prepare for the sharp rise in capital expenditure. AGL aims to retire its ageing coal-fired power stations and replace them with low-emissions assets including large-scale solar, wind and battery projects. The company plans to spend up to $20bn by 2035 to build about 12 gigawatts of new generation and storage capacity – a goal that will demand tight cost control at a time when profit margins are already under pressure, The Australian said. In August, AGL reaffirmed its intention to exit coal by the mid-2030s. Loy Yang A power station is scheduled to close in 2035, after an earlier closure of 2045 was stymied by high tech rich lister, Mike Cannon-Brookes, AGL’s biggest shareholder. Mr Cannon-Brookes remains committed to faster emissions reduction, but other investors have urged management to maintain capital discipline and protect dividends. An AGL spokesman confirmed to The Australian the plan to cull its workforce. “As we transition our portfolio and connect our customers to a sustainable future, we need to ensure that today’s business remains productive and competitive in this changing market while we continue to invest in our business for tomorrow,” the spokesman said. “As part of this focus, we’re proposing changes to our organisational structure and reviewing both labour and non-labour costs to improve productivity and embed cost discipline across the enterprise. “We understand this may be a difficult time for our people and we’re committed to communicating with transparency and respect and providing support throughout the consultation process.” The company also announced an upgraded transition target, committing to deliver 6GW of renewable and storage assets by 2030, up from its previous goal of 5GW. That includes 3GW of new battery capacity, which AGL says will underpin grid reliability as coal stations are phased out. AGL is expected to conclude consultations in the coming weeks, with final decisions on affected roles due before the year’s end. Grahame Kelly, general secretary of the Miners and Energy Union, described the prospect of job losses before Christmas as a “kick in the guts”. “Coal-fired power station workers around the country are already facing stress and uncertainty with moving timelines for closures,” Mr Kelly said. “With a framework for worker transition support now in place through the federal government’s Net Zero Economy Authority, we are very concerned about energy companies fast-tracking job cuts to avoid potential retraining and redeployment obligations in future.” His comments follow those of the Latrobe Valley’s Mining Energy Union, which has warned that renewables will never replace the jobs lost in the Valley’s coal-fired power stations and that the Gippsland offshore wind industry will not be ready to operate when Yallourn power station closes in 2028. The union’s President, Andy Smith, speaking at the recent Gippsland New Energy Conference in Traralgon, slammed the state government’s inaction in the Latrobe Valley, but emphasised he was not against renewables. Mr Smith said not one offshore wind company with a licence has an operations date slated before 2032. “You can do a six-months course, but you will be waiting until 2032-33 before you can actually work in it,” he said. “I’m a firm believer in renewables, they are part of the future, but they are not the future right now. On top of that, the number of jobs involved in renewables is low, to put it bluntly.”

Women in industry paving the way DON’T be fooled into thinking Lego is just for kids – women employed in local industries love to get creative with the colourful blocks too. The Gippsland Women in Industry Network (GWIN) gathered in Morwell for its quarterly event, an interactive workshop facilitated by the Gippsland Tech School titled ‘Welcome to the Lego Tower of Triumph: Building Together’. This event was attended by a range of industry professionals from students to apprentices, early-career professionals and women who have paved the way for other women in industry for decades. The day started with a presentation from Federation University’s Associate Director Partnerships and Growth, Mikaela Power talking about the Cooperative Academic Model supporting students into industry placements. Then came the fun stuff – Lego building! Hands-on: Gippsland Women in Industry Network participant, Louise Noonan from Hydro Australia with her Lego creation at the event. “These events are such a valuable way for women to make connection with other women working in local industries to support and learn from each other,” TAFE Gippsland Senior Business Partner Emerging Industries and Trades, Rhonda Noble said. “The Lego activities not only teased out individual creativity, it also made us all think about the challenges of working in traditionally male dominated industries and also how rewarding these roles can be.” AGL Manager Non-Process Infrastructure and Warehouse Operations, Lisa Briggs said the GWIN was strengthening professional networks throughout Gippsland. “Sometimes working in a predominately male industry can be isolating for women,” she said. “This network brings together women not only from the same workplace, but from other industries in the region so they can network, collaborate and support each other in a really positive way.” GWIN was formed to celebrate and promote the achievements of women across a range of industries in Gippsland; to promote networking, collaboration and mentorship among women in traditionally male-dominated sectors; and to highlight and share career opportunities and pathways for women in local industries. The Gippsland Women in Industry Network is hosted and run by TAFE Gippsland, ESSO, WPC Group, Alinta Loy Yang B, AGL and Energy Australia.
