Removing vote by mail from WA would be a tremendous disenfranchisement of our rural population.

Have had at least one instance where I was thinking "I've made this specific mistake before, so let's see if it did too....", and sure enough. The same mistake I'd made a long time before was right there.

now the last frustrating part: which options get the 400? i think the safe thing is that anything other than the explicit hop-by-hop headers are rejected. because otherwise it's consultation with the IANA HTTP Field Name Registry for each option.

What about the paragraph towards the end of that section?

"A sender MUST NOT send a connection option corresponding to a field that is intended for all recipients of the content. For example, Cache-Control is never appropriate as a connection option."

If you are an HTTP proxy server, and a client sends you `Connection: content-length`, what should you do? Cite your reasoning.
