Still. 36K is nowhere near enough and they are clearly failing.
I do think these data are more complex. 2025 is clearly lower for commencements because of some front loading effect in 2024 (development rule changes?).
Data also show that commencements are a poor predictor of completions in 12 months, as ~70K 2024 commencements resulted in 36K 2025 completions
