There's a lot of bad advice out there about hiring senior level people for critical roles. I still haven't found a better method than giving someone a discrete project, with clear KPIs and timelines, paying them for the work (cause they are working), and then judging them based on the work product.

Media & police commonly report that “speed wasn’t a factor in a crash.” What they mean is the driver wasn’t technically breaking the speed limit, or at least not too much.
But speed is ALWAYS a factor, in how much distance is needed to stop, how well crash victims can be seen, and whether they die.

To put this in perspective, the City of Los Angeles' budget for fiscal year 2025-26 is $13.9 billion. $4.8 million is ~0.03% of that ($4.8 million/$13,900 million=0.000345).
