The manager allegedly used his code to heavily discount nearly 150 items, which he and his accomplices purchased and subsequently pawned.

What he is calling for is an unconstitutional poll tax plan and simple. If you want an ID law it also needs to come with funding for those IDs with expedient and FREE/covered in bill means to get documents needed for proof of that ID. That is resabile.
