Also, the 34th Int. Conf. of the Red Cross & Red Crescent just approved a resolution "Building a universal culture of compliance with IHL". Will add links below
An interesting read on a very topical issue in many respects.
Recommended reading. Kubo makes many astute observations. Was privileged to have participated in the preparation & drafting of this resolution. It was not easy & much more would have been welcome. However, an important first step & also many observations made by National Societies were integrated.
12 yrs ago Finland was unaligned & alone responsible for its defence. Even defence estab. said giving up APMs not problematic. Now, after joining NATO & making significant investments in the military, seems odd to contemplate that APMs are what we need to make our deterrence-by-denial model credible

As the role of private business becomes more prominent in & during armed conflict in providing services & even acting on behalf / behest of public authorities & armed forces, this is a welcome & topical publication. States can do to a lot to regulate businesses within their jurisdictions. 1/4

Starting over with a starter pack of people who work at the International Committee of the Red Cross (ICRC), particularly but not exclusively on international humanitarian law ( #IHL ).
(My earlier 'IHL & humanitarians' pack was becoming a challenge to manage, sorry!)

For those interested, in 2022 the ICRC published a short briefing note that outlines the rules of international humanitarian law most relevant to food security, starvation, and the prevention of hunger and famine in situations of armed conflict.
