Now, attacking a vessel like this in peacetime is, perhaps, another legal story. But we’re in an international armed conflict, which means IHL/LOAC is the controlling body of international law. Under those rules, combatants and military objects aren’t protected against direct attack.
Not having weapons or ammo doesn’t meet that definition—this is why a military doesn’t have to wait to attack a soldier until they’re out on the battlefield locked and loaded. Likewise, it’s why you don’t have to wait to attack a fighter jet until it’s in the air looking for a dogfight.
The vessel and its crew were legitimate military targets under IHL. The law allows for combatants to be targeted at any time, unless they’re “hors de combat.”

If someone’s complaint is really about those fundamental IHL/LOAC tenants, they’re taking a bold pro-war crime stance.
The fundamental tenants of IHL/LOAC—principles like not targeting civilians or not torturing POWs—can’t be set aside out of convenience or military necessity.
IHL says nothing of ROE; commanders can set or change them. Those in authority complaining about ROE are walking Spider-Man memes.
ROE belong to commanders to shape the battlefield—they inherently dial in the outer limits of IHL/LOAC to achieve objectives. IHL is a fundamental obligation of combatants serving all on the battlefield. ROE are tools-anyone complaining about the latter doesn’t understand what they’re talking about.
I know that the people who need to read this aren’t here, but here goes:
Rules of engagement aren’t for the enemy. They’re for you. They’re for your soldiers when they’re captured or wounded. They’re for your civilians when they’re in range of the enemy. They’re for your allies, to reassure.
