They didn't make that clear? Hopefully they said that. The millions proposed is a lot to continue using the existing shelves. Not being argumentative but the design is and was when built in no way budget conscious.
Where do they intend to put additional materials?
Personal opinion here... there is so much space wasted with the design of that building. To ask for more money to make more space blows my mind.

I think "the shot would be better without the person there." Then I recall a comment on one of my landscape photos, "there should be a little girl there in a red dress" (due to the lighting the photo looked like it was in black and white but it wasn't).
