The game in question is "Street Supremacy" for PSP, which is actually a Tokyo Xtreme Racer localized. I understood immediately what it was going for because I heard about the series recently. Evidently the reviewers of the era did not.

Just to add my own 2p's worth: this is probably the best stage based block breaker available The ball never gets to unhinged speeds & it's fully playable without a mouse / dial. Scoring is sane & targets are easy to hit
It's at least on par with Gunbarich (no idea what its port's like though)

Blaze of Storm is a very fun and solid shmup. It also has a TON of shmup references in it. I know I saw at least Phelios, Guardic (Guardian Legend), Axelay, Layer Section (Rayforce), Raiden, Tatsujin (Truxton) and Musha Aleste (M.U.S.H.A.) references in it plus more I probably missed.

There are very good ones in the early 80s! Plenty of "forgotten classics" like Phoenix, Astro Blaster, Gorf, Pleiads, Spiders, Satan's Hollow...
