Basically I would need a breakdown of House Districts like this one going back further than 2022 to even begin to understand how a very liberal District has such low voter turnout and not end up blaming the Democratic organization itself.
A way to look at "real" voter data information is to look at mid-terms. That usually weeds out the "low-info" voters.
In 2022, District 33 had the lowest voter turnout. On another map, District 33 had the second most Harris voters in 2024.
