I think there's a few reasons for this.

1. WIPs are often cropped (especially if NSFW) which naturally baits engagement due to curiosity and the allure of the unknown.

2. Sometimes the finished piece is not impactful as the WIP. Sometimes rendering, color, shading can ruin the tone of a piece.
