The focus on mechanics vs story was a game changer. Even more so when the tools you aee given drive story. GM intrusions finally let the players feel rewarded for opening that door they know will be bad for their characters bur great for the story.
This is exactly what Refer Madness taught me.

Yup! There was a DnD 3.0 version of Gamma World that was exactly that. It gives the Kingdom a character sheet and feats which changes what the players have access too and the likes. It was pretty slick! Could be modified for fantasy for sure.
