I’m just super weary of relying on Private-Public Partnerships. Canada has a good opportunity here to build up a nationally owned operator which maybe eventually can export its own expertise to other countries/jurisdictions.

Much like how China does for example!

While I think it makes sense to get help from French HSR companies.

For the future, we should be building up VIA Rail's planning and operation capabilities for HSR. Most countries with HSR have a nationalized operators or nationalized planning and design capabilities. Lets future proof ourselves.
