Well yes in the books there are plenty examples. When Siuan tells someone she will use them as fish bait she is being sarcastic after all lol but yes Robert Jordan did go and clarify that in interviews as well

Truth telling prevention only activates when there is an active attempt to deceive that they believe the person they’re speaking to will be unable to distinguish . They can tell jokes or be sarcastic just fine lol but good thought

There is no third champion. There is the dragon and Amerasu. They are the champions of light. If they fall other ta’veren rise bug they aren’t champions of light.
The dragon and their female counterpart are literally the champion of light.
