Even progressive income tax is somewhat regressive. The rich are rich enough not to need income. There are some taxes that are not regressive, like land value tax and pigouvian taxes.

I think there's an option that achieves taxing the richest much more effectively than just by taxing the highest income brackets, and it's called Land Value Tax
